A man and a teen were arrested for carrying guns near the Brooklyn Labor day celebration where five people including a 6-year-old were shot early Monday — but neither is charged in the shooting, police sources said.

Kervins Noel, 21, and the unidentified 15-year-old boy were hit with the charges Monday night after the shooting during an outdoor J’Ouvert celebration soon before 3 a.m. in Crown Heights, the sources said.

Police were interviewing witnesses, reviewing camera footage and investigating ballistic evidence to determine if either of the suspects was responsible for the shooting the wounded the five people, according to sources.

Maxwell Cesc-Dinho, 6; his mother, Patricia Brathwaite, 47; Yves St. Flavin, 40; Bob Charlotin, 46; and Kelly Barthold, 34, were all hit when the gunfire erupted near the intersection of Nostrand Avenue and Crown Street, where about 300 people had gathered for the pre-dawn celebration.

All of the victims were expected to survive.

NYPD Chief of Detectives Rodney Harrison said the boy and his mother were getting out of a cab when they were hit by the gunfire.

He blamed the violence on a gang beef.

“It looks like, it’s unfortunate, a gang-related shooting,” he said at the scene Monday morning. “This is a notorious gang area that, you know, we’ve had problems with in the past.”

It’s unclear if Noel and the 15-year-old arrested at the scene had ties to street gangs in the neighborhood. Lawyer information for them was not immediately available.
