The action follows enactment just last month of the new US-Mexico-Canada trade agreement, which replaced NAFTA. Canadian Prime Minister Justin Trudeau declined a White House invitation, leaving Trump to celebrate alone with Mexican President Andrés Manuel López Obrador.
“Several months ago, my administration agreed to lift those tariffs in return for a promise from the Canadian government that its aluminum industry would not flood our country with exports and kill all our aluminum jobs, which is exactly what they did. Canadian aluminum producers have broken that commitment,” Trump said on Thursday in Ohio.
Trump’s tariffs on foreign aluminum — and also steel — have been central to his trade offensive. He launched tariffs on the products in early 2018, but initially exempted Canada and other allies.
Trump, a longtime supporter of tariffs to boost US industries, has as president said he likes to use tariffs to extract free trade concessions from other countries.
Though a trade-bloc partner, Trump often slams Canadian business policies. He tariffed Canadian lumber in 2017 and routinely says US dairy producers are at an unfair disadvantage.
Trump linked tariffs and outsourcing in his Ohio speech.
“To be a strong nation, America must be a manufacturing nation and not be led by a bunch of fools,” he said.
