Kim showed up in the country’s North Hwanghae province again to see how recovery and reconstruction work was going, state media reported Saturday.
More than 900 homes were flooded or destroyed and nearly two and a half square miles of rice fields were soaked after monsoon-like rains broke a levee in the area.
Kim was said to be pleased with the reconstruction progress as overseen by North Korean troops.
Kim called the repair work “a miracle which can be created by only the service personnel of the Korean People’s Army”.
Hwanghae province is the country’s major rice-producing region. The area has been hit by three consecutive typhoons in recent weeks.
Kim mobilized soldiers to help direct recovery efforts and said the army should regard it as political work for maintaining the “blood ties” between the party and the people, the report added.
Last month, Kim ordered officials to send his special stock of grain to the flood victims and facilitate the use of necessary supplies.
