Guardian Angels founder Curtis Sliwa slammed “missing in action” NYPD Commissioner Dermot Shea for letting the West Side run wild, and vowed to do his job if the city’s “oblivious” Top Cop doesn’t put a lid on crime and chaos.

“It is mind boggling what is happening to our city. We are here to fill the void,” Sliwa said Saturday, calling the indifference “an FU to the city of New York.

“The GOP mayoral contender also ripped City Councilwoman Helen Rosenthal, calling her a “puppet” for not objecting to the three new homeless shelters jammed with junkies and sex offenders.

Sliwa’s tongue-lashing of dithering city officials included his own plan to step up patrols starting tomorrow.

“The most ironic thing is the police commissioner, Dermot Shea, lives right on West 73rd between Columbus and Amsterdam. He does nothing! People have gone to his apartment and complained. Nothing! You call the cops and they don’t respond, so we have to try to contain the problem,” Sliwa fumed.

The Guardian Angel activist’s plan calls for assigning 60 people to the Upper West Side in different shifts.

Said Sliwa: “That’s a hell of a lot more than the NYPD has assigned here. I’ll go to the precinct, I’ll even go to Dermot Shea’s apartment and say, ‘Hey, you live here in the neighborhood, I live in the neighborhood, why do we have to do this? This should be an NYPD responsibility.’ But it’s not.”

The NYPD and Rosenthal did not immediately respond to messages.

The Lucerne, on 79th Street and Amsterdam, the Hotel Belleclaire, on 76th Street and Broadway, and the Belnord, on West 87th, were recently converted into homeless shelters, with nearly 300 vagrants between them. Among the residents are six pedophiles, including convicted rapists and child molesters.

“They’re supposed to be doing security in the area. Whether it’s Department of Homeless Services cops or private security and they’re not doing that, the community is telling me,” Sliwa fumed, noting the riff raff are “pouring out into the community and all the problems that would normally take place in a shelter are now condensed in the area, and it’s just affected everything. It’s been two weeks like that. No notice, no discussion.”

He also blasted the hotel owners as “friends of (Mayor) de Blasio” who have doubled their rates at the taxpayers’ expense.

Sliwa claimed councilwoman Rosenthal “just folded like a cheap camera on this! The community has reached out to us and they say they want us to patrol.”

Sliwa said his plan was to contain the mayhem, because “a lot of the single, able-bodied men, they’re getting rowdy, they’re acting out, they’re dealing with emotional issues and there’s nobody to calm them down. They’re passing out on the sidewalk and smoking K2.”

The bottom line? “The drug dealers are here! Young men, they’re coming in to sell them pills and K2. We’ve got to start tracking all that down. Who are the dealers, what are the drug they’re selling … and crack down to the best of our ability,” Sliwa said.

He warned that “people have to patrol and organize their neighborhoods and areas in order to maintain their quality of life. If they don’t, people will abandon New York City and it will easily become a ghost town. We are here to prevent that from happening.”
