#NYC judge halts ex-con’s crime spree by setting bail for alleged Maserati theft

A judge finally put the brakes on an ex-con’s crime spree by holding him on $25,000 cash bail for the alleged theft of a blue Maserati — after he’d been arrested and released more than 24 times since April due to controversial criminal justice reforms.

Frank Pagan, 55, was hauled before Judge John Howard-Algarin in Manhattan Criminal Court Wednesday night after he was allegedly caught bringing a stolen Suzuki motorcycle onto a subway train the night before. But that new case isn’t bail eligible.

The judge was able to hold Pagan on the older Maserati case only because he had been arrested for another felony — the alleged motorcycle theft — in the same jurisdiction. Alone, neither crime is bail eligible under the new reforms enacted in January.

Howard-Algarin ordered Pagan held on $25,000 cash or $50,00 insurance company bond for allegedly swiping a blue Maserati May 26 on East 87th Street with the vanity license plate “RONN,” court papers say.

The car owner pulled up to his home, left the car running and briefly popped inside, according to a criminal complaint. When he returned, his prized $50,000 vehicle was gone.

The joy ride only lasted four minutes. At 6:08 p.m., cops spotted Pagan behind the wheel of the luxury car on Madison Avenue between East 95th and 96th streets and arrested him. He was arraigned on charges of criminal possession of stolen property, grand larceny and unauthorized use of a vehicle and released without bail.

The registered sex offender allegedly went on to steal a Ford Transit van, tools from a construction site and NYPD property from a department vehicle, police said.

Since his first arrest on April 8, he has been released without bail 19 times and given desk appearance tickets in five arrests, according to cops. In April, Pagan was arrested and released for allegedly threatening to kill his wife with a shotgun and burn down her home, court papers show.

Most of the charges he faces aren’t eligible for bail under the new law.

Pagan has nine misdemeanor and 10 felony convictions — including for the rape of a 19-year-old woman for which he had to register as a sex offender, state records show.
