Only someone like Roger who had the abilities required to conquer the Grand Line would be able to navigate through the Calm Belt safely.
JoyBoy must’ve gone to great lengths to conceal the island’s location. Putting it on the treacherous border of the Grand Line would be one way to ensure it stayed hidden.
He might have had the ability to construct Laugh Tale in a way that protects it from the Sea Kings, especially if he could hear the Voice of All Things.

Reaching Laugh Tale if it’s in the Calm Belt

While reaching Laugh Tale will require overcoming many obstacles, the Calm Belt presents one last major challenge for Luffy and the Straw Hats. If they want to complete their journey and discover One Piece, they may have no choice but to brave the eerie calm, and dangerous Sea Kings to reach the final island.

If any rookie crew is capable of this mighty feat, it is the Straw Hat Pirates.
The Straw Hats also have one of the best shipwrights in the entire world.
For a crew that managed to fly to a Sky Island, traversing the Calm Belt shouldn’t be too much trouble.
Based on this and all the above factors, the theory that the final island may have something to do with the Calm Belt that borders the Grand Line sounds very feasible.

So while still unconfirmed, the possibility of Laugh Tale being located somewhere deep within the Calm Belt is very real. Only when Luffy finally reaches the last island himself will the true location of the One Piece finally be revealed. But the Calm Belt containing Roger’s fabled treasure would make perfect sense in the unpredictable and perilous narrative of One Piece.
