#Ex-cop Garrett Rolfe who killed Rayshard Brooks had 12 citizen complaints against him

The Atlanta cop who shot and killed Rayshard Brooks received a written reprimand in 2017 for use of force involving a firearm, according to newly released disciplinary records.

Garrett Rolfe, 27, who was fired after fatally shooting Brooks in a Wendy’s parking lot, was also the subject of 12 other citizen complaints during his seven years on the job, according to The Atlanta Journal-Constitution.

The 2017 incident was his only use-of-force complaint prior to his fateful encounter with Brooks, whom he shot in the back in a case that has been ruled a homicide and for which he could face a felony murder charge.

Rolfe’s police records do not go into detail, so the circumstances of the incident and his reprimand were unclear, the news outlet reported.

L. Chris Stewart, an attorney for Brooks’ family, said Monday night that Rolfe’s record “wasn’t a surprise,” CNN reported.

“I could have told people, ‘I guarantee you this officer has had issues in the past.’ It’s normally that situation,” he said. “You know who causes issues or who has had prior issues or who has had complaints. A lot of them don’t get justified and then they stay on the force.”

Rolfe was exonerated in nine of the other 12 internal investigations for a variety of incidents that included vehicle accidents to citizens’ complaints, according to the records cited by the paper.

Two vehicle accidents led to a written reprimand and an oral admonishment, while a 2015 incident involving the discharge of a firearm did not have a conclusion listed in the files.

Rolfe’s former partner, Devin Brosnan, who has been put on administrative leave after the shooting, has no disciplinary history, the Journal-Constitution reported.

Police also released the 911 call made Friday night by a Wendy’s employee who told the operator that she tried to wake up Brooks, who she suspected of being drunk, according to the paper.

“I tried to wake him up, but he’s parked dead in the middle of the drive-thru, so I don’t know what’s wrong with him,” she said, adding that Brooks woke up briefly but did not move and fell back asleep.

Brooks was seen on video being cooperative with the officers until he failed a Breathalyzer test, leading to a struggle as they tried to take him into custody.

He grabbed a Taser and ran a few steps before turning toward Rolfe, Georgia Bureau of Investigation chief Vic Reynolds said.

“It does appear in the video that he is fleeing from the Atlanta police officers, that as he’s fleeing he turns back over his shoulder with what appears to the naked eye to be his Taser that the eyewitnesses told us they saw the individual have that belonged to one of the officers,” Reynolds said, the paper reported.

“And as he turned it over, you’ll be able to see on the video the Atlanta officer, literally reach down to get his service weapon and as he gets his weapon, Mr. Brooks begins turning his body away from him, I presume to flee.”

The autopsy performed by the Fulton County Medical Examiner’s Office found that Brooks suffered organ damage and blood loss from two gunshot wounds.
