Mayor Bill de Blasio said the city budget that cut and diverted more than $1 billion from the NYPD was “a thoughtful process” — a day after the city’s top cop said the City Council bowed to “mob rule.”

“I understand that the commissioner is grappling with a whole lot right now,” de Blasio said. “We’re asking a lot of the NYPD to keep the city safe as always which the NYPD does very well … We’re asking a lot of them right now we’re asking you to do more with less.”

The mayor, though, defended the budget, saying city lawmakers “worked closely” with the department.

“I understand that that is a challenge, but, no, this was a process that was a thoughtful process, listening to the voices of the people but also striking a balance too.”

Police Commissioner Dermot Shea offered a differing opinion on the budget Wednesday, saying the influence of “mob rule” led to the reduced NYPD funding while still not saving any money.

“I think some of this is shifting money to other agencies [and] doesn’t save money at all, really,” Shea said, referencing the transfer of homeless outreach and school safety agents being moved to other city agencies.

As part of the budget, the NYPD reduced headcount by 1,000 by canceling it’s July academy class and is expected to see a reduction in overtime pay.

“The vast majority of New Yorkers want safety,” the mayor added. “They want the NYPD to function well, they want the NYPD to be there when they call.

“They also want it to be a fair, just organization they want respect from NYPD officers they don’t want to see any bias. And we’re going to strike that balance and I think this budget helps us do it.”
