Starting in Google Chrome Canary 86.0.4232.0 you can already enable the button for this new feature with this flag:
chrome://flags/#read-later
Earlier, a new button was added to the bookmarks toolbar as a separate folder. See the screenshot.
With today’s Canary update, the bookmark button (the star icon in the address bar) has got a new drop-down menu. When you click on that button, it shows a menu with two entries. The one is Bookmark this tab, which is used to be the default button action. The other one says Save this tab for read later, a new option that adds the open page to the Read Later menu. That’s how it supposed to work as of now.
The feature is a work-in-progress, and it is at a very early development stage. This is how its hidden flag described by developers:

This is hidden behind a feature flag. This change adds a new button to the bookmarks bar which opens an empty bubble containing a WebView.
Create a ReadingListModelFactory for desktop use.
We should see more details on this in the future.
That could be great to have the ability to save pages in Chrome, as its competitors already some solutions. We already have Collections in Edge, and the Pocket service integration in Mozilla Firefox. It’s time for Google to take a step in the same direction.
