In a speech in Wilmington, Delaware, Wednesday, former Vice President Joe Biden accused President Trump of inciting violence as riots roil a number of cities across the country, but said nothing to condemn or call out Antifa or other agitators believed to be behind the burning and looting.

Biden, the Democratic presidential nominee, called on Trump to be focused on getting students back to the classroom and working with members of Congress to provide emergency funding to allow them to do it safely.

“That’s what you should be focused on getting our kids back to school safely. Keeping schools safely, able to remain open. … Not whipping up fear and division. Not inciting violence in our streets. Get off Twitter and start talking to the congressional leaders in both parties. Invite them to the Oval Office,” he told reporters on Wednesday, the first time he has fielded questions for months.

“And stop your boast about never being seemed at what you can do anything. You always talk about your ability to negotiate. Negotiate a deal for somebody other than yourself,” Biden said, mangling his remarks.

Biden also criticized Trump for not speaking out about the shooting of Jacob Blake by police, an incident that sparked widespread protests and “When he was asked about what should be done with regard to a young man shot in the back seven times in front of his children, I didn’t hear much of anything come from him. So I wish he’d take responsibility,” Biden said during the speech.

“As much as he’d like to be running against somebody else he’s running against me, Joe Biden. And the fact is that he is not acting very responsibly.”

Asked if the police officers involved in the shooting of Blake should be charged, Biden said the legal process has to play out.

“I think we should let the judicial system work its way. I do think there’s a minimum need to be charged, the officers, and as well as Breonna Taylor,” he said, including the officers involved in the fatal shooting of Breonna Taylor at her Louisville home in March.

Biden, who allowed his staff to identify which reporters got to ask questions, also said the fatal shooting in Portland of Aaron Danielson, a member of the right-wing group Patriot Prayer who was killed by a man self-described as “100% ANTIFA,” should be investigated. Though he seemed to insinuate that Danielson invited his fate.

“One of the Trump guys riding along in vans, inciting response, shooting rubber bullets I guess, or paint balls, apparently there was someone shot by someone in the crowd…with a bullet, killed. I think that person should meet the legal requirements of whatever that calls for. It should be investigated and it should follow through on what needs to be done. Let the judicial system work. Let’s make sure justice is done,” he said.

Michael Forest Reinoehl, who refers to himself as “100% ANTIFA,” is under investigation for Danielson’s shooting.

Biden and his running mate, Sen. Kamala Harris, haven’t been taking questions from reporters during their campaign events, many of which are delivered virtually.

He last took questions on July 2.
